If Bulgarian President Rosen Plevneliev doesn’t veto much disputed changes to the Electoral Code, the Consultative Council with National Ombudsman Maya Manolova will consider filing a complaint with the Constitutional Court, Manolova has said.

Manolova told Radio Focus after a meeting with with representatives of Bulgarian expats rejecting a cut in the number of polling stations abroad and introduction of additional requirements for opening stations outside the country’s diplomatic missions.

“Now it’s the President’s turn and it’s up to him to decide whether he will veto some of the texts. If this happens, another round of talks will be held to soften the governing majority’s position on voting abroad,” Manolova said.

She added that it is in President’s powers to veto legislation and return it to Parliament for further consideration not only when legislation is considered unconstitutional but also when the head of state believes that a law infringes on people’s rights or runs counter to democratic values.
