The Bulgarian International Business Association (BIBA) hands its White Book to the prime minister and his cabinet for seventh year in a row. Unlike last year's edition, the 2002 White Book does not focus on foreign investment in the country. This time it reviews the business climate in Bulgaria outlining six basic recommendations for the work of the government over the next year. BIBA advises the ministers to concentrate on the judiciary reform, customs and tax authorities' efficiency, the acceptance of the would accounting standards that will be introduced in Bulgaria on January 1, 2003, and the centralization of the municipal budgets. BIBA also thinks the Cabinet should assign monitors to all large infrastructure projects such as Danube Bridge II.
