I am fifty percent optimistic about the outcome of the Copenhagen summit this week, Foreign Minister Solomon Passy said. He explained that the texts being negotiated change every day and pointed out that the long-term and not the momentary success is important. It would not be true to say that all EU members will enthusiastically embrace Bulgaria's accession, but it is our duty to present Bulgaria's interest in the best way, Passy underlined. In the words of the minister the European Union is a club of rich countries and it is only normal to face difficulties when a poorer country is invited to join. On 12 and 13 December 2002, the Heads of State or Government of the EU will convene for the meeting of the European Council in Copenhagen. Bulgaria hopes that the EU members will commit to 2007 as Bulgaria's target accession date. The Copenhagen European Council will decide on a "package" for Bulgaria and Romania with a view to strengthening the membership prospects for these two countries. According to the conclusions of the Brussels European Council, the "package" is to contain detailed roadmaps for the negotiations and increased pre-accession support. The Heads of State and Government of the candidate countries are also invited to Copenhagen, and will have meetings in the margins of the European Council meeting with their colleagues from the EU Member States.
