Bulgarian grain farmers plan to stage a protest on July 24 against a new requirement to install fiscal devices and fuel level indicators.

Industry representatives plan to take their heavy agricultural machinery to filling stations for a “mass refueling”, thereby blocking access to the fuel pumps.

The protest is organized in response to an ordinance of the Finance Ministry requiring grain farmers to equip fuel containers with fiscal devices and fuel level indicators by end-August.

The National Association of Grain Producers claims that the installation of this type of equipment will cost some BGN 15-25 000 and that the measure is introduced to benefit certain suppliers.

Industry representatives, as cited by Presa daily, insist that the requirements introduce an unprecedented practice on a global scale and that they amount to repression against agricultural producers.

The Association will disclose details about the nationwide protest after a meeting on July 21 in Arbanasi.

On July 14, Rumen Hristov and Martin Dimitrov from right-wing formation the Reformist Bloc submitted a proposal for amending the VAT Act.

The right-wing MPs suggest that farmers with fuel containers of up to 10 tonnes, who use up up to 15 tonnes of fuel a year, should be granted an exemption from the requirement for installing fuel level indicators.

The alleviated regime also applies to farmers processing land plots of up to 2000 decares, according to reports of the BGNES news agency.
