The Alternative for Bulgarian Revival Movement (ABV Movement) of former two-term President Georgi Parvanov has called for improving tax fairness in its election program for the upcoming early elections.

The ABV Movement demands the restoration of progressive tax on personal income and the introduction of family taxable income and emphasizes the need to remedy the disproportions between direct taxes and indirect taxes.

The party calls for a tax levied on financial operations and for restoring the large inheritance tax and a reduction of the VAT rate on pharmaceuticals.

The ABV Movement lists three strategic goals in its program, including the creation of a new model for sustainable economic growth aimed at boosting labor quality and productivity, and payment levels, as well as improving Bulgaria’s competitiveness; a new model for education and professional training, aimed at tying the education system to the new structure of the economy and economic growth; and a new job creation model matching the need for an increase in the quality of the labor force and the price of labor.

The party seeks stronger presidential powers, the introduction of a majority electoral system, a substantial reduction in party subsidies, wider application of referendums, and greater civil control over the activity of political parties, state institutions, and the judiciary.

The ABV Movement seeks enhanced decentralization of governance, including greater financial independence, as well as granting more powers to the local authorities, and also encourages the introduction of e-government on a central and local level.

The party backs deepening EU integration but warns against a Europe of concentric circles where some countries “are more equal than others.”

The ABV Movement insists that Bulgaria should not stray from the principles and values which its EU and NATO membership envisage.

“At the same time, Bulgaria’s partnership relations within the EU and NATO are not an obstacle to the development of active, wholesome, and mutually beneficial bilateral relation with the US, Russia, the countries of southeastern Europe, and other important economic partners,” the party says in its program.

The ABV Movement insists that Bulgaria should not play second fiddle and allow to be exploited.

The party also argues that Bulgaria should address the gap between the rich and the poor.

The ABV Movement suggests that Bulgaria should become a country characterized by sustainable development, a large middle class, and social security, which is positioned at the core, and not the periphery, of contemporary Europe.
