Bulgaria: GERB Pledges Greater Predictability, Transparency of Decisions

Bulgaria’s centre-right GERB party, tipped to win most votes in October 5 parliamentary elections, is vowing to restore public trust and the stability of institutions.

GERB, which according to the latest opinion polls will fall short of absolute majority in the 240-seat parliament, is pledging to provide greater predictability and transparency of its decisions than its Socialist-led predecessor that resigned in July.

In its election programme it is promising to increase the stability of state bodies and identify key targets for the next 15 years in order to boost economic growth and improve the standard of living in Bulgaria.

Another focus of GERB’s programme is the modernization of state administration in line with the latest technological achievements and incest in the education of young people to implement that modernization.

The party says it will use EU funds in the best way possible by distributing them in a fair and transparent way, channeling them into projects that will improve the investment climate and make it easier to do business in Bulgaria.

Looking at the energy sector, GERB says it will work towards minimizing the potential risks to energy security and supplies from political developments taking place outside of Bulgarian borders.

Key priorities for GERB in the social policy area include ensuring social benefits payments at the levels already reached and work towards increasing them. Pursuing pro-active social policy that will help those unemployed constantly improve and update their professional skills is also a major target of GERB.

GERB is pledging to modernize Bulgaria’s education system to bring it in line with the needs of both the individual and businesses.

Restructuring the healthcare sector in line with recommendations of the World Bank and the European Commission to boost its efficiency will be another priority for GERB, the programme reads. Channeling funds into preventive medicine and new technology rather than supporting outdated and inefficient structures will be key to health reform.   

Upholding the rule of law as a basis for restoring public trust and a prerequisite for creating favourable business climate is also among GERB’s priorities outlined in the party’s election programme.

As far as the economy is concerned, GERB pledges to focus on small and medium enterprises by alleviating the administrative burden on them and providing assistance for entry into foreign markets.

Increasing foreign investment in Bulgaria through pro-active policies will be another priority of GERB. These policies should guarantee good business climate and administrative support for investors, the election programme reads.

Achieving a greater degree of energy independence through diversification of supply sources and delivery routes will be priority for GERB in the energy sector. These include prospecting for and production of energy from domestic sources as well as bringing on stream interconnection links with Bulgaria’s neighbours.
