Apart from Bulgaria's President, the meeting will bring together the heads of state of Romania, Albania, Macedonia, Moldova, Serbia and Montenegro, as well as representatives of governments and diplomatic officials from Bosnia and Herzegovina, Greece, Croatia, Slovenia, and Turkey.

Special guests of the forum will be the President of Kosovo Atifete Jahjaga, Stefan F?le, the EU Commissioner for Enlargement and Neighborhood Policy, and the Secretary General of the Regional Cooperation Council (RCC), Goran Svilanovic.
