Petko Petkov who today killed a police officer and wounded three other during a police operation in Bulgarian town of Lyaskovets was aggressive and emotionally unstable. 

According to Interior Minister Tsvetlin Yovchev, Petkov owned four firearms – two hunting rifles and two hunting shotguns, whose permits have expired in 2012. Since then, Yovchev said in Parliament, the special police forces have considered an operation for his disarming, but cancelled it, as Petkov was profiled by psychologists as extremely hostile and antisocial. 
According to Petkov's profile he was emotionally unstable and was likely to act aggressively towards police and members of the public. 

Yovchev said that police finally decided to act when yesterday the school's principal informed them that Petkov threatened to use his weapons if the schoolchildren continued making noise in the schoolyard. 

The Interior Minister denied the accusations that the police officers went unprepared which resulted in the death of one and the wounding of another three. “Specific instructions by psychologists were given twice – once at midnight in Veliko Tarnovo and one four hours later,” Yovchev said. 

According to him the operation started at 6 AM when police approached the house and urged Petkov to surrender. He started shooting in response and wounded two officers. The police retreated somewhat and again urged Petkov to surrender.  He said he would and then started shooting again, killing one officer on the spot and wounding a third one. 

“All laws and procedures were observed,” Yovchev said.
