The Alternative for Bulgarian Revival Movement of Georgi Parvanov has accused the government of unfair distribution of the resources of the public investment program.

Parvanov, former two-term President and former Chair of the Bulgarian Socialist Party (BSP), insisted that the money had been allocated in an underhand manner so as to match the preferences of the parties included in the ruling coalition, BSP and the liberal Movement for Rights and Freedom (DPS) party.

Commenting on the decision of the socialist-led government on the distribution of a total of around BGN 500 M among ministries and municipalities, Parvanov noted that large municipalities like Plovdiv and Montana had not been given anything, while smaller municipalities had been slated to receive substantial amounts of funding.

Parvanov, as cited by Darik radio, declared that the funding had been distributed by a concrete person but refused to disclose his name.

He noted that the mayors of the cities of Smolyan, Kardzhali and Vratsa, being among the favorites of the Cabinet, were to receive amounts of BGN 17-18 M.

Parvanov argued that there were questions regarding the sum of BGN 20 M earmarked for multifunctional sports grounds and the amount of BGN 20 M slated for the solution of water supply restrictions in a number of areas.

He suggested that the country had been divided into spheres of influence and preference, stressing that it was not much the government but party headquarters and their cliques which were behind the decisions.

MEP Ivaylo Kalfin, a frontrunner of the ABV Movement for the 2014 European Parliament elections, claimed that the establishment of a public register of projects funded under the program would make the distribution of resources more transparent.

Kalfin informed that the register would provide information about the concrete projects and contractors, as well as regular updates of the stages of implementation and the amount of money already paid out.

He also underscored the need to set up a register of the media outlets using public funding to popularize EU operational programs.
