Bulgaria's Socialist-led government has stepped back on plans to transform the Center for Prevention of Organized Crime and Corruption, which was established more than two years ago by the previous cabinet.

The unit, known best with its abbreviation BORKOR, was established by the previous center-right government of Boyko Borisov, aiming to discover and counter cases of corruption at all levels of local, executive and legislative power.

It was founded using a German model with the help of German experts.

Despite the huge budget, allotted by the state budget, towering to BGN 18 M for a period of four years (2011 – 2014, including), the unit has been criticized for lack of concrete achievements and results.
