When Flight Crew 28 is the responsibility of the Transport Minister and the Transport Ministry is the signatory to the lease agreement, it will be easier to monitor the exercising of control functions, according to the government.
The Transport Ministry is also in charge of the insurance of the aircraft, according to the government's press office.
Bulgaria's government took over control of Flight Crew 28 in 2010.
The activity of Flight Crew 28 is currently being investigated by an ad hoc parliamentary committee in connection with a scandal which broke out in 2012.
It was reported that the government aircraft had been used to fly Vitosha Bistritsa, the amateur football team of then- Prime Minister Boyko Borisov, and the team of Chavdar Etropole, to the Black Sea city of Varna for a friendly match on the government aircraft.
