Gunther Oettinger, European Commissioner for Energy, voiced skepticism on the EU in a speech to the German-Belgian-Luxembourg Chamber of Commerce.

"It worries me that too many in Europe still believe that everything will be fine," Oettinger said, as cited by German daily Bild, adding that "Europe is ripe for overhaul."

The 59-year old member of Angela Merkel's Christian Democratic Union emphasized that many EU members had ceased to function politically, suggesting that Bulgaria, Romania and Italy had become "essentially ungovernable."
