Wednesday evening some 1,000 assembled in Sofia, some of them in support of Borisov's cabinet, with the police trying to keep the two groups apart.
Protesters then moved from the area of Parliament to the office of power utility CEZ, but no damages were reported.
Many Bulgarians have cried out against what they see as excessively high electricity bills.
In Varna, several thousand also walked out in a peaceful protest, blocking major bouleverads.
A nationwide rally is planned for Sunday.
