WHAT HAPPENS IN MOBIKOM*

John Munnery was appointed Managing Director of Mobikom during Jan Vidonov`s mandate after a scandal between Cable & Wireless, which holds 49% of the shares of the mobile operator, and the state representatives - the Bulgarian Telecommunications Company, which holds 39%, and the company Radio Electronic Systems, holding 12%.
The Englishmen, with Munnery as representative, then stated that no Bulgarian is experienced enough to manage such telecommunications company. In the past four years Munurey kept relatively good relations with the Ministry of Transport and Communications but the Radio Electronic Systems, owned by the Ministry of Internal Affairs, complained that the Englishmen had no intention to vote for allocation of dividends. BTC had serious problems while trying to buy up the share of Cable & Wireless. Despite the fact that the two sides reached an agreement no contract was signed because there was no strategy for the privatization of the telecommunications sector in Bulgaria. At present the deal on Mobikom depends on the new government`s view. It can decide either to make BTC the owner of Mobikom or to use Mobikom as basis for development of a third GSM operator. This would hardly become clear by the end of 2001. The governmental departments have to submit their statement on the telecommunications sector privatization. After that the document has to be approved by the government and the parliament, which would take some time. Until that happens Cable & Wireless, which have been waiting to sell its share in Mobikom for several years now, will have to be really patient.
John Munnery would not have wait that long since the general meeting can remove him from office still in October.
