The fate of Bulgaria's project to build a second Nuclear Power Plant in the Danube town of Belene is going to be decided in London, the Russian daily Kommersant writes Monday.

The article notes statements of Bulgaria's Economy and Energy Minister, Traicho Traikov, that a contract with the UK HSBC Bank to assess the effectiveness of the project will be signed Monday.

The political decision about Belene is to be made by June 1, depending on the HSBC conclusions, according to the publication.

The paper also comments on last week's developments, writing authorities in Bulgaria have, once again, changed their position on the project, adding the scandal that shook the Bulgarian cabinet in connection with the endorsed new agreement with Rosatom subsidiary Atomstroyexport, which is supposed to build the NPP, ended in favor of Traikov.

Kommersant points out Prime Minister, Boyko Borisov, has decided to let the Energy Minister be in charge of the project, and cites the PM saying Belene has a future only if it is feasible from economic viewpoint – offering opportunities to increase export of electricity to neighboring countries.

The publication explains that after Borisov's latest change of mind regarding Traikov, "Rosatom" is facing another threat of losing the project in Bulgaria.
