Bulgaria: Bulgaria's Globul Complains to Brussels over Telecom Monopoly

Bulgaria's second-biggest mobile operator Globul said has complained to European Commission representatives of the monopoly of BTC, recently rebranded Vivacom, in segments such as fixed phone services.

The EC representatives' visit in Bulgaria was aimed at gathering information for the upcoming 16th Progress Report on the Single European Electronic Communications Market.

During the meeting, Globul also complained about BTC's monopoly in access to the duct network and incumbent infrastructure, as well as DSL broadband access.

Globul asked for easier and less expensive access to the incumbent's infrastructure and duct network as it claims BTC still sustains its monopolistic position in the fixed market and continues to impede alternative operators' access to its infrastructure by asking for high prices and profiting from slow procedures and lack of effective regulation.

The 15th EC Progress Report on the Single European Electronic Communications Market demonstrated that Bulgaria lags behind other European countries in terms of broadband access development and convergence services.

The broadband penetration rate in the country is 13% compared to the average 24.8% in the EU and the distribution of convergence services in the country is 1.16% in comparison to 16% in other EU member states.
