The Regional Sofia Court has summoned Bulgaria's Prince Kardam over the felling ban in the forest near the winter resort of Borovets.

The ban is challenged by Kardam's father – former Tsar and Prime Minister, Simeon Saxe-Coburg and his aunt, Simeon's sister, Maria Louisa.

The Court has sent the summons to Madrid because Kardam is listed as a partner in the company that had issued the felling and timber-hauling permit.

The family lawyers explain that Kardam, Simeon's eldest son, who is in a coma after a hellish car crash in August of 2008, does not have to appear before the magistrates or even to send a legal representative, but must be notified so that the trial can continue.

In December 2009, the Parliament issued a moratorium on lands and properties that have been reinstated or given as compensation to the heirs of former Kings, Ferdinand and Boris III. The moratorium involves the use, construction and management of buildings, lands, forests and items from the above said properties.

In February 2010, Bulgaria's Supreme Constitutional Court, challenged by Ombudsman Ginyo Ganev, refused to issue a rule on the moratorium of the so-called royal properties in Bulgaria.

The rule means the moratorium can be challenged by Members of the Parliament, the Chief Prosecutor and the other Supreme Courts that can reject Parliaments decisions.

One year after the accident near Madrid, allegedly caused by speeding, Kardam, who lost two fingers, was released from the hospital with doctors saying his condition had improved. In January 2010, it was, however, reported his health had deteriorated and he was rushed to the local hospital at the town of Santiago de Compostela, the district of Galicia where he remains in a coma.
