A former top Bulgarian official is involved in a conflict of interest scheme for BGN 1 M.
A firm owned by Valeria Nikolova, head of the political cabinet of Bulgaria's former Education Minister, Daniel Valchev, has received about BGN 1 M from public procurement orders from the Defense Ministry of the Stanishev government, the Monitor Daily reported.
Nikolova was one of the owners of the Facility firm, which technically won tenders for providing entertainment services such as organizing shows and sports events for officers of the Bulgarian Army.
Nikolova transferred her ownership of the firm to her two associates shortly before the firm started winning public procurement tenders of the Defense Ministry in 2008 and 2009 totaling at least BGN 1 M.
This includes a contract for BGN 656 000 between the Facility firm and the Defense Ministry for providing the army with entertainment services until 2011 that was signed in the last days of former government - on May 30, 2009. The appeals of the other bidder in the tender, PRIMA, have been rejected.
Bulgaria's new Defense Minister, Nikolay Mladenov, has ordered an inspection of the public procurement contract in question.
