Bulgaria's Foreign Ministry is going to create a special Crisis Center in order to help solve cases with Bulgarians who have gotten into trouble abroad.

This was announced Wednesday by the outgoing Foreign Minister Ivaylo Kalfin at his last press conference, who explained that the Center would be founded in September 2009, and that the Ministry had used the best European practices in setting up the new center.

Kalfin said the recognition of Kosovo's independence was one of the hardest decisions his ministerial team had to make.

He also noted that Bulgaria had many differences with Russia but had managed successfully to cooperate with the Russians on long-term joint projects.
