The leaders of Pakistan and India have been blaming each other for the current military confrontation in Kashmir, as they outlined their positions to regional colleagues at a security summit in Kazakhstan. Indian Prime Minister Atal Behari Vajpayee said that Pakistan had kept none of its promises to prevent cross-border infiltration by militants, but said he was prepared to talk to Islamabad if demands were met. He said that cross-border terrorism had increased and training camps continued to exist across the Pakistani border. Pakistani President Pervez Musharraf, for his part, said that his country would not start a war, but would react with utmost resolution if war is imposed on it. In a veiled reference to India, President Musharraf denounced what he described as state terrorism. He also criticised actions against what he called people's legitimate right to freedom, an apparent reference to Kashmir.
