Just a day earlier it emerged that Russian Prime Minister Vladimir Putin will skip the summit. Moscow will instead send Energy Minister Sergei Shmatko to the Black Sea conference.

More than ten heads of state have confirmed that they will be attending the Sofia summit. The leaders of Albania, Croatia, Azerbaijan, Montenegro Serbia, Bosnia and Herzegovina, Greece and Armenia will attend the forum. The Emir of Qatar will make his second visit to Bulgaria to attend the meeting.

The government allotted BGN 2 M for the organization of the international conference.
