A fixed election date would guarantee a stable election process in Bulgaria, according to a proposal of the opposition movement "Napred" (Forward).

The movement recommends making changes in election legislature during every other mandate to avoid using those changes for serving the interests of the ruling parties. Another suggestion includes the introduction of an electronic voting system, which will resolve the issue of "ghost votes' and diminish the odds of manipulation of voting results.

"Napred" further propose to change the voting age to 16 in order to engage Bulgaria's youth in politics and give civic organizations authority to monitor the polls' activities for violations.

The center-right coalition called Movement "Napred" ("Forward") was founded on November 2008 by the union of three Bulgarian political parties - the LIDER Party of the Bulgarian tycoon Hristo Kovachki, the nationalist VMRO, and the Agrarian People's Union.
