The Mobikom Austria Group, the owner of Bulgaria's largest mobile phone operator M-Tel, has tabled a note to the European Commission expressing its concern about the development and regulations of the Bulgarian telecommunications market.
M-Tel announced that the move was motivated by a number of measures on part of the Bulgarian Communications Regulation Commission and the privatized Bulgarian Telecommunications Company (BTC), which violated the rules about equality, transparency, and predictability.
According to Mobikom Austria, these measures include, among others, excessively strict regulation of the mobile phones market, and little regulation of the fixed telephones market, of which the BTC holds 97%, as well as additional unfair practices ensuing from the fact that the BTC is also the owner of the country's third mobile phones operator Vivatel.
A week ago M-Tel accused the Regulations Commission of allowing the BTC to form a cartel.
