The creation of a registry listing all diplomas issued by secondary schools in Bulgaria is just one of the measures to be undertaken by the Bulgarian Education Ministry in order to end corruption practices in the education area.

The statement was made by Education Minister Daniel Vulchev regarding critics towards education in the country included in the European Commission's report about Bulgaria.

According to the Minister, the corruption practices are most widely spread in the secondary educational institutions, but are not limited to them since private lessons could also be deemed a form of corruption.

Because of that the Education Ministry is going to mandate that all teachers declare their private lessons activities in the beginning of each school year. The Ministry was going to request those declarations from school principals during routine check-ups.

When asked how the Ministry was going to find out if a teacher was in reality teaching private lessons, Vulchev replied:

"The same way authorities find out in other cases when some activity has to be declared. How does one find out of there is a conflict of interest? One declares the lack of such conflict and if the authorities establish that there is indeed a conflict, then the person who has signed the declaration is being held responsible."

As far as a deadline for bringing corruption practices in education to an end, the Minister explained that this goal could not be achieved by the end of the Cabinet's mandate.

"What is most important is that we are making efforts. I believe that we are making serious efforts in the education area and I think that they should be appreciated," Vulchev concluded
