Govt Mulls Green Cards for Ethnic Bulgarians

The government is planning to propose that foreign citizens of Bulgarian origin should be offered permits, which would allow them to live, look for employment and acquire real estate property in Bulgaria.

The documents, called Green Cards, will offer ethnic Bulgarians visa alleviations and give them advantage in receiving Bulgarian citizenship, but will not grant them an ID card to allow them to travel across the European Union.

Bulgaria is planning to introduce the Green Cards at the beginning of 2009.

A public debate on how to bring back Bulgarians living abroad will be launched next year in a bid to lure them as well as high-skilled foreigners to the country, Prime Minister Sergey Stanishev said after the government adopted a report on the state policy towards Bulgarians abroad.

The government is mulling to propose that foreigners who graduate from Bulgarian universities are allowed to stay to live and work in Bulgaria or that international companies, investing in Bulgaria, start to recruit ethnic Bulgarians through the embassies and consulates abroad.

A similar approach has already been applied in Germany, where the community of 15,000 Bulgarian students is the second-largest after the Chinese.

Data shows that more than two million Bulgarians are currently living abroad, excluding the Balkans.

The only people who can benefit by this scheme are the people living in Bulgarian communities established centuries ago in Moldavia etc.. or living in lands taken away from BG after one of another of lost wars.

The high-skilled Bulgarians living abroad have no problem with citizenship but with getting comparable income. Give it to them and they will be back. As far as high-skilled foreigners moving to BG? How many of those are out there waiting for Bulgarian Green Card? Hmm…

To me, this looks like someone decided to do something about increasing the demographics by immigration—selective one…

Yes, CJB, there are Bulgarians everywhere now ;-) and I did mean that by using the "etc...(I did say: “Moldova, etc…” )

The point I wanted to make though was that this policy affects only “old” Bulgarian communities for all born outside the country, parented by Bulgarian citizen--and you need only one parent to qualify--are entitled to Bulgarian citizenship by the constitution of Bulgaria. Therefore the proposed new policy will be redundant as far as the situation of those people is concerned. With time, as these Bulgarian communities grow old, the policy will come handy for the descendants of the recent immigrants that had settled in Argentina, USA, Canada, Australia etc…I don’t know exactly how this new policy fits in the EU rules for immigration within the countries belonging to the union. What I find a bit strange is that the policy seems to mimic the strictly American one involving Green Cards. The association could lead to confusion by implication.

Hi DP, a very Merry Christmas to you, I imgaine you having a white Christmas makes things much more holiday like....


I think they chose green card because is eye catching and most people aroudn the world know what it means;
for 1/2 Bulgarians (and there are quiet many aroudn the world) is good policy for BG governmetn because they can adapt to BG more easily I imagine and can bring skills and knowledges to BG...

Uchak, the new policy does not matter to those 1/2 Bulgarians for they are already entitled to a Bulgarian citizenship by the Bulgarian constitution. Read:
