Bulgarian universities will increase their incomes if they fix the charges by themselves, the Minister Daniel Valchev said at a discussion on the higher education's development on Monday.
"If the universities admit as many students as the institutional accreditation allows, the competition among the higher schools will grow and that is to stop the need from founding new ones," the education minister added.
He announced that the rectors should appoint deputies of theirs, who will be responsible for the administration and financial matters.
Minister Valchev said that clear regulations for allocating the state subsidies among the universities should be introduced.
The criteria should be the students' number and realization, the evaluation of the universities' accreditation, their capacity and the foreign language courses.
It is expected that the education parliamentary commission will decide if the "specialist" degree, which still exists in some Bulgarian colleges, will be removed from the system.
