The European Union is not interested in applying safeguard measures to Bulgaria's justice system, Vice President of the European Commission Franco Frattini said on Friday.
Monitoring and safeguard clauses are not the best way to encourage a country's achievements, Frattini added.
Reforms in the justice systems of the new EU member states are still a challenge for them, he said and added that the best example for cooperation in the work of law-making institutions it the European order for making arrests.
Bulgaria's judges and prosecutors must report directly to the society, which will have to assess their work.
Frattini gave a high assessment of the cooperation and work of Bulgaria's Prosecutor's Office, investigation services and the police.
