Luxembourg Ratifies EU Constitution

Luxembourg's Parliament ratified the battered EU Constitution on Wednesday. All 55 lawmakers present voted in favour of the charter, with five MPs from the ADR party not present for the vote. In July, however, the country will hold a referendum on the draft document. That means that it will go for definitive ratification only if approved by popular vote. Earlier in June, a EU summit agreed to freeze the ratification of the bloc's proposed constitution. The move followed "no" votes in the French and Dutch referendums, which triggered fear of further damage to the faltering project.
