The upcoming vote on a revision of Bulgaria's state budget vetoed by President Rosen Plevneliev will measure Parliament's confidence in the cabinet of PM Plamen Oresharski, said Bulgarian Parliament Speaker Mihail Mikov.

In an interview for Nova TV Sunday, Mikov said that he might call for Wednesday the emergency plenary amid summer recess to review the veto.

In a later interview for the Bulgarian National Radio, the Speaker was more evasive, saying that Parliament's rules of procedure allow different interpretations.

Mikov is oblidged to call an emergency sitting after 77 MPs from opposition GERB party filed a request to that effect last Friday.

But he told the National Radio it is not clear whether the 7-day deadline he has ends the upcoming Friday or on the following Monday.

He also recalled that he has already called an emergency sitting to discuss the veto for August 30, just days before recess ends September 4.

"In a broader perspective, the overcoming of the President's veto can be seen as confidence in the cabinet and this is exceptionally important," said Mikov for Nova TV.

"I hope that the majority will succeed in overcoming this challenge and to go on ahead," added he.

The ruling Bulgarian Socialist Party and Movement for Rights and Freedoms have exactly 120 MPs out of 240.

But to overcome a presidential veto, an absolute majority of at least 121 MPs is needed.

The Socialists and the Movement will thus have to rely on votes by nationalists Ataka, or opposition GERB, which latter case is unlikely.

In both interviews, Mikov criticized President Plevneliev and GERB for intentionally trying to de-stabilize the cabinet of PM Plamen Oresharski, which has been facing strong street protests in capital Sofia since June 14.

"For a month and a half GERB boycotted the work of Parliament. They also boycotted the passing of the budget update, so it is hypocritical on their part to press on so much with the discussion of the veto," said the Speaker.

Mikov also commented that the emergency sitting will not cancel Parliament's summer recess, which will then continue as planned until early September.
