Bulgarian President Rosen Plevneliev has arrived in Brussels for a two-day EU leaders summit focused on reviewing economic policy and promoting jobs and growth.
Local media expected the country to be represented by newly appointed caretaker Prime Minister Marin Raykov.
However, the President's press office has announced that Plevneliev would take part in the summit instead.
When EU leaders meet in Brussels on 14-15 March 2013, they will conclude the first phase of the 2013 European Semester. The European Semester involves coordination of the member states' economic, fiscal and employment policies over a six-month period each year.
The European Council will assess the overall progress made by member states in implementing the 2012 country-specific recommendations and adopt strategic advice and guidelines for member states.
Leaders will also provide guidance to member states on the 2013 Stability and Convergence programmes, and on the implementation of Europe 2020 "flagship initiatives", in particular as regards new skills and jobs, industrial and innovation policies and the digital agenda.
They will also discuss relations with strategic partners and may address specific foreign policy issues.

Right there in this very sentence is the future and prosperity of the entire EU.
The EU MUST realize that their prosperity is based entirely on their cooperation and trade with the emerging markets and neighboring economies. The EU must change its strategies and view; it must increase the trade, investments, flexibility and cooperation in order to materialize on all opportunities surrounding the Union. Most of the world’s capital, riches, population and resources are located on the Eurasian continent and Africa, so the EU has the terrific opportunity to thrive and prosper.
The EU must invest into the development of the neighboring economies in order to get growth and returns.
Let me put it in that way: The riches of the West (EU) will come from the growth and the consumption of the East. (Emerging and developing economies)
And the key word here is cooperation! It’s a global world.
(you’ll have to put aside (or just throw it away and forget it)the protectionism, nationalism, chauvinism, prejudice, xenophobia and etc…)

Yeah Tania, many reasons and answers to your question…. Greed, religion, “culture”, hunger, prejudice, lack of education, wrong education, purposeful polarization, illiteracy, poverty, narrow mindedness, political isolationism, extremism, etc. etc.etc…..
But if we go back on the subject of the EU and its very existence and prosperity, they (the EU)must “spread the wealth “(invest in and develop the neighboring countries and economies) or they are doomed to fail and cease to exist as a Union!
Again I will give as an example China. That country literary changed for the last 20 years and all of this happened because of investments. Everybody invested in China and all major companies and manufacturers are there. So China prospered and continues to do so based on investments. Now China is a major consumer of Western goods and even luxuries, and is the largest trading partner of the EU!
Same needs to be done (and it had to be done long time ago) with many other neighboring economies so they in return could move and increase the economic activity and demand in the area.
(and even the killings will decrease or even stop if the people become wealthier)
