Stoyan Milanov Becomes CEO of Sofia Emergency Hospital: Stoyan Milanov Becomes CEO of Sofia Emergency Hospital

Assoc. Prof Stoyan Milanov is the new executive director of the Sofia-based Pirogov hospital, one of the busiest emergency hospitals in the country.

Until now, Milanov was the director of the Reanimation Unit at Pirogov and acting head of the hospital.

He was also the only candidate. Dr. Mincho Vichev, Deputy Health Minister and Chairman of the Commission for the Election of new Pirogov CEO, says Milanov's concept for the work of the hospital has been impressive and convincing enough for everyone to decide unanimously in his favor.

Vichev notes the concept had been "very well written and not plagiarized as it usually happens."

He points out he was impressed by Milanov's ideas to reorganize Pirogov and introduce a new informational system, despite his lack of administrative experience.

"We cannot expect from him to increase salaries right after he assumes the post. He must reorganize the hospital's costs and revenues, which will lead to wage increase. The emergency ward, however, needs outside help. I would make a proposal to finance part of Milanov's project. I just learned the ER does not have a scanner. There is one on the second floor, forcing patients who have medical emergencies to walk up there," said Vichev.

On November 20, 2012, Bulgaria's Health Minister Desislava Atanasova dismissed Prof. Dimitar Radenovski from the post of Pirogov CEO

According to media reports the violations committed by Radenovski were established by the Public Financial Inspection Agency (PFIA).

One of the irregularities incurred damages worth over BGN 710 000.

Radenovski's resignation was also demanded in connection with an investigation of the prosecuting authority launched in the summer over malfeasance in office and large-scale embezzlement at Pirogov.

The Prosecutor's Office was notified about the violations in a report of the Medical Audit Executive Agency's (MAEA).
