Bulgaria: Stress Test Results of Bulgarian Nuclear Plant Up for Public Discussion

The Kozloduy NPP is highly resistant to potential disasters and breakdowns, according to the results of the stress tests of the N-plant.

The stress tests of the nuclear power plant were presented at a public discussion in the northwestern Bulgarian town of Kozloduy.

According to the data, a major factor for the N-plant's safety is the location of the plant in an area of low seismic activity and at a sufficient height to prevent flooding.

According to Bulgaria's national report on the stress test of the Kozloduy NPP, the facilities at the plant have 60 to 80% reserve of earthquake resistance, calculated for an earthquake which might occur no more than once in a million reactor years.

A flood at the Kozloduy NPPs is only possible if the waters of the Danube River reach critical levels, which coincides with a rupture in the walls of the two nearby water supply systems.

The facilities at the Kozloduy NPP have also been evaluated as resistant high winds and heavy rains.

In the case of a potential earthquake or a power outage, the Kozloduy NPP can rely on mobile diesel generators.

In the course of Thursday's discussion, the participants also presented the report of the inspection of the N-plant in Kozloduy conducted by the European Commission.

The report concludes that the Kozloduy NPP meets safety standards to a large extent.

According to the Bulgarian anti-nuclear coalition, however, the report contains numerous warnings.

Petar Penchev from the anti-nuclear organization insisted that the inspection had not taken into account the dangerous release of radioactive particles.

He also argued that the methodology of evaluation had also failed to take into consideration the extension of the reactors' lifetime and the increase of capacities.

A nuclear accident does not happen because of all that is OK. It happens because of what is not OK. The remark that the EU stress test peer-review report "concludes that the Kozloduy NPP meets safety standards to a large extent." should be a clear warning. 'To a large extent' means not completely. And that is only from a study that looked into a limited amount of events, had a very limited time, and was largely carried out by the power plant operator. Besides that a lot more huge questions remain unaddressed: ageing problems, (common cause) multi-reactor failure, terrorist attack and sabotage, to name a few.
The Bulgarian stress tests indeed showed sufficient flaws for Kozloduy to be worried. The most striking is probably the low level of safety culture that continues to focus on what functions and closes its eyes for what may not function. Remember the 2006 regulation rod incident!
If Fukushima taught us one lesson, it is that we should think the unthinkable. Neither the Kozloduy operator, nor the Bulgarian Nuclear Regulatory Agency, nor some of the peer-reviewers appeared to be able or willing to do so.
There is only one safe way out: Bulgaria should follow the lead of Germany, Switzerland and Belgium and prepare a nuclear phase-out strategy based on an increase in energy efficiency and use of safe, reliable and clean renewable energy sources. That may not be so spectacular as a big dangerous machine, it may not deliver so much opportunities for large "commission payments", but it would create a country worth living in, jobs, and save a lot of money.
Kozloduy lifetime extension is unnecessary and risky.

I agree with the above comment. In my opinion all Nuclear power plants are totally dangerous and an accident/disaster waiting to happen. They could never ever be deemed and certified "safe" no matter how many "checks" are conducted.
