Bulgaria: Luxembourg Keeps Labor Market Closed for Bulgarians, Romanians

Luxembourg has decided to keep the restrictions for Bulgarian and Romanian workers on its labor market until 2014.

The measure is a result of the high unemployment in the tiny European country, according to Le Quotidien.

Bulgarians and Romanians who have citizens of other EU member states in their families will not need work permits in order to access Luxembourg's labor market, the Grand Duchy's parliament has decided.

Students from the two EU newcomers are not required to apply for work permits, either.

Until 2014, Luxembourg will apply a more lenient procedure for Bulgarian and Romanian job applicants in several of its economic sectors, including agriculture, hotel management and the financial sector.

Last week, Belgium, the UK and Ireland also officially prolonged the temporary ban on Bulgarian and Romanian workers for two more years.

EU countries may prolong a temporary ban on Bulgarian and Romanian workers for two additional years, i.e. until 2014, if they prove that will pose a serious threat to their labor markets.

Last week the European Parliament renewed its calls for an open door labor market in the ten older member states that still impose restrictions for job-seekers from Bulgaria and its northern neighbor Romania.

Austria, Belgium, France, Germany, Ireland, Italy, Luxembourg Malta, the Netherlands and UK all still restrict the access of Bulgarian and Romanian workers to their labour markets. Spain is also restricting Romanian workers' access, with the Commission's approval, until 31 December 2012, due to serious disturbances on its labour market.

The countries currently restricting Bulgarians and Romanians from entering their labor markets have to announce whether they want to continue to do so by December 31 2011.
