Ballot papers will be marked with special seals to prevent election forgeries during the vote on October 23, when Bulgarians will elect a new president and mayors, the election body announced.

At the beginning of the election day the chairmen of the polling sections will mark the special seal with a sharp object to be used for the marking of all ballot papers.

The ballot papers will be marked at a random place and only ballot papers with these marks will be valid.

Bulgarians are heading to the ballot boxes on Sunday in presidential and local elections, largely seen as a test for the center-right minority government of Boyko Borisov.

International observers have already voiced serious concerns about the fairness of the vote.

There are fears about large-scale vote buying and manipulations in the counting of the ballots.
