Left-wing candidate for Sofia Mayor Georgi Kadiev has vowed to remove stray dogs from the capital's streets by end-2012.
The pre-election program of the mayoral nominee Bulgarian Socialist Party (BSP) also includes investments in infrastructure in peripheral residential quarters, a crackdown on sidewalk parking, a new transport plan and a new system of urban transport system.
To get people out of cars, Kadiev plans to channel investments into bike lanes, urban transport and parking spaces.
He has also pledged to carry out a complete overhaul of dilapidated municipality-owned housing and to build new such units in a bid to attract scientists to live and work in the capital.
Among his pre-election promises are free meals at nursery units and free transport for senior citizens in off-peak hours.
According to the socialist mayoral nominee, "We shall count on a strong development of internal investments of the municipality and on attracting EU funds".Kadiev also recommends greater oversight over the municipal budget in order to ensure profits and create jobs.
In his words, Sofia Municipality keeps piling debts, with liabilities totaling BGN 707 by March 31.
He also emphasizes the need to enhance public safety in the capital against a backdrop of rising household crime and a proliferation of drug peddling around schools.
Kadiev says he will establish a "real" municipal police that caters to the security of citizens "not buildings".
"I want to create a system which, together with Sofia Municipality, will start complementing the state in spheres it cannot handle", Kadiev concludes.
