As the Taliban insurgents in Afghanistan announced a spring offensive in a special statement, it has been described by NATO officials as a propaganda effort.

The two-page statement released Saturday by the Taliban declares they will attack military bases, convoys and Afghan government officials starting May 1. They warned civilian Afghans to avoid the specified targets in their offensive operation called "Badar".  

Anonymous NATO officials cited by international news agencies have downplayed the Taliban statement saying the NATO and US-led ISAF has already tightened security in Afghanistan.

The fact that the Taliban are aiming at subverting the control of the Afghan security forces is seen as a sign of desperation.  

On Friday, however, senior coalition officers had warned that the Taliban and the Al Qaeda linked network Haqqani plan high-profile attacks across Afghanistan.
