IMF Concludes Regular Mission in Bulgaria, Recommends Restoring VAT to Pre-Pandemic Levels

The total registered domestic trade turnover in Bulgaria grew by almost BGN 2 B in August and September year-on-year, which is believed to be the result of a vigorous tax inspection campaign.
According to Bulgaria's National Revenue Agency, the turnover declared by the firms in the country grew by BGN 752 M in August, and by more than BGN 1 B in September.
The tax agency said in a statement the good results, i.e. bringing a turnover of BGN 2 B out of the gray economy and extracting the respective VAT, is the result of the many tax inspections.
The overnight growth of the trade turnover in the country has lead to increased revenues for the state.
Over the recent months, the National Revenue Agency has undertaken massive checks targeting virtually everybody – singers, football referees, traders of second-hand cars, Black Sea resorts, etc.
In September and October, the tax authority started Operation Helicopter, in which it mapped out luxury properties and mansions around the country through air surveillance in order to identify their owners and investigate their sources of wealth. The most shocking discovery made in the operation was the finding of an entire resort village on the banks of the Ivaylovgrad reservoir, which does not exist on maps but hosts properties of businessmen, customs officers, and other civil servants.
The agency has just announced it started inspections of doctors and dentists.
It also boasts success on part of its newly created unit for fighting VAT fraud. According to the agency head Krasimir Stefanov, together with the Interior Ministry, the State National Security Agency DANS, and the Prosecutor's Office, the unit prevented tax evasion amounting to BGN 1 B.
