Penchev was the candidate of the ruling, center-right Citizens for European Development of Bulgaria (GERB) party and replaces Ginyo Ganev, whose term expired in April. "I want to be a defender of public interests all while having the knowledge, the restraint and the consciousness of a magistrate. I would not talk about my CV; it was presented to you in detail. In the last years I had key posts in the State and my work has been followed closely. My civic position made me plenty of enemies, but even more friends. Am I going to protect all citizens the same way? No, I won't. There are disadvantaged people; I will defend them with the most energy – such as orphans or the disabled, I will protect people from police violence and Roma from violations of their human rights. I think our society needs understanding, not confrontation," Penchev told the Members of the Parliament.
