Sofia City Court has removed from office the head of the Bulgarian National Health Insurance Fund, Zheni Nacheva, who has been charged with abuse of power.

On Monday Nacheva was accused of unlawfully increasing the budgets of a number of medical establishments throughout the country.

She is said to have alloted an additional BGN 800 000 to the hospital in the Bulgarian city of Sliven and about BGN 840 000 to two hospitals in Sofia – Tokuda hospital and the Military Medical Academy (VMA).

Nacheva has responded to the charges, saying she has done nothing illegal as all alloted funds have been entered in the electronic system of the National Health Insurance Fund (NZOK) and have been revised by the Bulgarian Ministry of Health.

Nacheva's lawyers claim that her removal from office will result in chaos within NZOK as a replacement cannot be found so quickly, adding that money has been transferred to the account of NZOK and not to that of the Tokuda hospital.

The Sofia City Court is unlikely to renounce its decision. According to the Prosecution, as acting head of NZOK, Nacheva could influence the witnesses in the case who are employees of the National and Regional Health Insurance Funds, or she could hide or forge important documentation.

In a statement to the media on Tuesday, Nacheva said that she would decide whether to resign form her post only after she has held talks with the leaders of the ruling GERB party. She confirmed she expected to meet with GERB's parliamentary group and Bulgaria's Prime Minister Boyko Borisov either on Tuesday or Wednesday.

However, no such meeting has been appointed and Nacheva will not be present at GERB's parliamentary meeting on Tuesday, announced from the press office of the ruling party.

Apart from Nacheva, two other former high-ranking officials also face charges over corruption in the health sector – ex Deputy Health Minister Emil Rainov and the former head of the Stanishev Cabinet, Veladin Bitolksi are currently investigated on bribery charges.
