Roughly one in five Bulgarians is over the age of 65, making Bulgaria the country with the most aging population in the EU, World Bank representative Florian Fichtl reported.
Fichtl, the permanent representative for the WB in Bulgaria, spoke at a conference in Sofia to mark the 10th anniversary of the start of pension reform in the country. According to him the pension reforms should proceed with decisions that provide adequate pensions to people, but without risking macroeconomic stability.
Fichtl continued that in 2025 the number of Bulgarians of working age will be 1,5 million fewer than in 2000. He stated that widespread early retirement schemes and a lower retirement age than in other countries would hamper pension reforms.
He concluded that a decrease in national insurance contributions due to the crisis had affected the stability of the state budget.
Meanwhile, Social Minister Totyu Mladenov supported the creation of job opportunities for retirees to help them remain active, but according to him in 200 000 pensioners on work contracts during a crisis deprive a number of young people from jobs.
Mladenov also backed the government's plan for civil servants to start paying their own insurance contributions.

And this aging problem is not only a challenge for social security systems, an aging society is also less innovative and productive.
Old people tend to secure what they have instead of seeking new possibilities and ideas, which is a precondition for economical growth.

Yea that's true.Its also a remnance of the bad communist regime... Now that problem will be eoiminated and BUlgaria will disapear from the european maps, since i will be incorporated in the rising democratic,liberal and generous Turkish empire of Mr. Erdogan and his gang....

And they wonder why young Bulgarians continue to leave, never to return! Maybe BG should raise the retirement age to 67, like many EU states are doing. Make that retirement mandatory, so that youngsters get a look in. One only needs to glance at an institution like the Bulgarian Academy of Sciences to see a microcosm of the Bulgarian public sector: many old men clinging to their positions like grim death, unwilling to let young people in for fear of losing their privileges...

I think they should keep the retirement age at 65, but it has to be mandatory. What you have now is the old goats have two or even three income streams while the young people are loafing around unemployed. People over 60 years of age should not be allowed to work in the public sector. Forced retirement! The private sector and the gray economy can't be easily regulated. The old goats can grow mushrooms and tomatoes and sell them if they like.

Maybe he meant to say "instability" ?. Or maybe he meant to say "without taking the economy downhill too fast" ?
But has he thought of this. Some "almost pensioners" work dawn till dark for nothing, or very little, at things that only they know need to be done. With a view to the future. Why not get a return on your investment by helping them ?
