Bulgaria's cabinet made a fast decision Thursday to give an extra belated Christmas bonus to the judicial system's employees.

The Council of Ministers did not wait for their January 13 meeting to decide on allowing the magistrates and the prosecutors to receive the bonus known as the 13th salary.

The government press center informed the cabinet had granted the pay from the judicial system's last year surplus and the Supreme Judicial Council (VSS) will determine the conditions and the way the bonuses will be distributed. The exact amount has not been revealed. VSS decided on Tuesday that they need an extra BGN 28 M for expenses in 2009 while the money saved by the judiciary in 2009 amounts to BGN 62,8 M.

Finance Minister, Simeon Djankov, who was firmly opposing the extra bonuses issued an official statement saying his job is to be watching over the State's treasury, but as a cabinet member he stands behind the decision.

In the beginning of December, VSS slated BGN 24 M for Christmas bonuses for the entire judicial system, which were supposed to come from savings from the State subsidy and revenue surpluses. VSS members, themselves, were supposed to get 2 monthly salaries or an average of BGN 5 300.

The judicial system has its own, independent budget, but a major part of it comes from a State subsidy, which can be reduced when there is a budget deficit.
