The Bulgarian Supreme Judicial Council (VSS) will launch by the beginning of March the internet site where all courts will publish their decisions.
The site is part of the plan adopted by VSS for prevention and combat of organized crime and corruption for 2010. The document will be included in the State's strategy to fight corruption and the mafia that is to be presented to Prime Minister, Boyko Borisov, by the beginning of February.
The strategy also includes a new Penalty Code to be written by VSS and the Justice Ministry by the end of the year and to be passed by the end of June, 2011.
VVS also plans to appoint by the summer at all courts and prosecutor's offices specialized teams that would be working on cases related to corruption and organized crime. As early as the fall of 2009, VSS had directed the magistrates all over the country to create such teams, and now reports they are in place in 90% of the judicial system units. The Sofia District Court, however, despite being the one trying the most corruption and organized crime cases, has refused to appoint such teams.
The plan also includes priority verification of all investigations and trails against organized crime and all magistrates taking a course in applying the new judicial ethical code.
