The opposition Bulgarian Socialist Party (BSP) has sent an open letter to Prime Minister, Boyko Borisov, questioning possible conflict of interests.

The Monday letter stems from the fact that in December the consortium between EIBank and VIP Security won a public tender to distribute the road vignette stickers in Bulgaria for the next four years.

The socialists are asking Borisov if he is not nervous about the fact that his long-time, live-in girlfriend, Tsvetelina Borislavova, is involved in the consortium and people close to him are going to benefit from money collected by Bulgarian citizens, which BSP says is a stark example of conflict of interests.

The Belgium KBC is a majority shareholder (81,7%) in EIBank while 18,3% belong to Borislavova.

The socialists are questioning how a consortium that is registered for three years can win a four-year contract.

The consortium between EIBank and VIP Security was registered on November 2 under the name “Vignette Stickers Distribution.” November 2 was also the deadline to purchase documents for the participation in the public tender.

VIP Security is one of the leaders on the Bulgarian market among the companies collecting cash in armored vehicles and in providing security to star performers visiting Bulgaria such as Madonna this past summer.

The consortium between Lukoil and Holding Patishta (Roads) of Vasil Bozhkov was eliminated in November with the motive they did not fulfill the requirement of a positive financial balance for 2008. The consortium informed then they would appeal the decision.

The third participant in the public tender was “Balgarski Poshti” (Bulgarian Postal Services).
