This has been announced by the French Minister of Immigration, Eric Besson, as cited by BGNES.

The visas for Serbians, Macedonians, and Montenegrins will be lifted starting December 19, 2009.

By going ahead with the abolishing of the visa regime for the three Western Balkan states, the EU member states have complied with a proposal of the European Commission dating back to July 2009.
