Transport Minister, Alexander Tsvetkov, has submitted to the Prosecutor’s Office the audit report for the state-owned company Bulgarian Posts Jsc for the period January 2007 – June 2009.

The auditors have uncovered several violations the gravest of which is related with the purchase of new company cars.

A total of BGN 11 M were spent by the Bulgarian Posts Jsc company on new cars in the above-mentioned period. A total of 245 cars were bought in 2007 for BGN 9,8 M.

In contrast, in 2008 only 8 cars were purchased for the staggering sum of BGN 1,4 M. The auditors have discovered that the public procurement procedure has been comprised so as to pre-determine the choice of a car vendor.

In one of the tenders held in 2008, 3 cars were bought for BGN 660 000, which is 50% more than the offer of another vendor bidding for the state deal.

In addition to that and similar other violations, the auditors have found some alarming trends in the development of the company. In 2007, the Bulgarian Posts registered a profit of BGN 10,5 M, whereas in 2008 it was only BGN 3 M.

In December 2008, the company had debts amounting to BGN 20,3 M. Six months later, they grew up to BGN 28,7 M.

Minister Tsvetkov has ordered continuing of the auditing activities especially on public procurement procedures for fuel and spare parts.
