Romania Edges Closer to Visa-Free Travel to the US

No safeguard clause will be recommended by the progress report of the European Commission on justice and home affairs in Bulgaria, which is to come out on July 22, 2009.
This was reported by the Bulgarian National Radio on Thursday. A second progress report on Bulgaria - on the absorption of EU funds - is expected to be published fall.
The EC Report under the Mechanism for Verification and Cooperation for Bulgaria is going to be published next week - the week when the new Bulgarian cabinet of the GERB party is expected to be sworn into office.
According to sources from the European Commission, the coincidence is purely accidental. The Bulgarian National Radio reports that the progress report contains serious criticism of the Bulgarian authorities over corruption and insufficient and inadequate legal measures to tackle it.
Yet, the Commission experts are not going to recommend a safeguard clause against Bulgaria on these grounds because they believe that it would stall the reforms in the Bulgarian judiciary rahter than accelerating them.
The EC report, however, is going to state that the Mechanism for Verification and Cooperation had proven to be a very efficient monitoring tool in a number of spheres, and must continue to operate until better results on all indicators were achieved. The report does not set any deadlines for that.
The EU member states are going to discuss and vote on the progress reports on Bulgaria and Romania in September and October when it will become clear whether any of them demand the activation of safeguard clauses against any of the two newest EU members while that is still legally possible.
According to the accession treaties of Bulgaria and Romania, safeguard clauses could be activated by the end of the third year of full membership, i.e. by the end of 2009.
In October 2009, the EC is planning to present the reports on the absorption and management of EU funding in Bulgaria and Romania. These reports were requested in April 2009 by the Budgetary Control Committee of the European Parliament.
