The Russian capital hosts Saturday an international summit to discuss solutions for the gas crisis in order to secure Russian gas supplies for Europe, the Russian information agency INTERFAX reported.

The Russian President Dmitry Medvedev has invited to the Kremlin the leaders of all countries consumers of Russian gas and all transit countries, as well as representatives of the European Commission (EC).

Medvedev issued the invitation Wednesday, after talks with the Prime Ministers of Bulgaria, Slovakia and Moldova - countries suffering the most the effects of the gas conflict between Russia and the Ukraine.

Kiev continues to refuse the transfer of Russian gas explaining it with technology problems that would leave large parts of the Ukraine without gas supplies.

"We should not be turned into hostages because of political problems in other countries," Medvedev has stated.

The Russian President proposes that the summit agenda included discussions of concrete technology issues that would solve the problem of Russian gas transit via the Ukraine while the Ukraine must pay for earlier gas supplies. Moscow has also proposed to Europe to establish an International Gas Consortium of European countries that could purchase from "Gazprom" and give to the Ukraine the necessary volume of technological gas.

Initially, the Ukrainian Prime Minister Yulya Timoshenko stated that she supported the summit idea, but the Ukraine would attend such meeting only if it would be held in a neutral country.

Timoshenko and her Russian counterpart Vladimir Putin negotiated the meeting during a late night phone call on Thursday. Russian and Ukrainian Cabinets later confirmed that they will hold talks in Moscow on Saturday.

Some are skeptical that the meeting will bring a solution to the problem. After high-level talks in both Moscow and Kiev, Slovak Prime Minister Robert Fico said he could not see how the two sides could be reconciled any time soon.

Top EU officials, such as EU Energy Commissioner Andris Piebalgs and Czech Energy Minister Martin Riman, are to join Russia and Ukraine in the high-level talks in Moscow to resolve the gas crisis.
