1. A German flag on the Flagstaff=Germany is the host nation that the ship wants to represent.
2. A Spanish flag on the port yardarm=a courtesy flag indicating a Spanish VIP on board?
3. An Italian flag on the starboard yardarm=a courtesy flag indicating the ship is parked in an Italian port?

Let me be perfectly clear--the word "courtesy" in rarely in my vocabulary.

There's no such thing as a "civil ensign". The flag is either an ensign or a national one.

From the wording of the text, I think the author is directing his attention to the yachting set; some of the descriptions fit neither military nor commercial ships.

It means the ship is German, it is parked in Spanish waters, and it has an Italian VIP on board.

percy i got the same attitude from the embassy in sofia re a bg problem we have,i wrote to the foreign office in london and put the boot into them,i subsequently got a 2 page reply from london detailing exactly what i must do but my problem is different from yours.some people are allergic to bee stings but dont know until it is too late,i think this is really a matter of health and safety,god forbid that any young child should get attacked by a swarm of bees!youare paying bg taxes like your neighbour and must be entitled to enjoy your home safe in the knowledge that you or your friends will not be attacked by bees on your own property.i would definately report the matter in writing to the police,they would need to act if you were being attacked by vicious dogs belonging to your neighbour so why should bees be different.the B keeper is clearly being B------. good luck percy.

Since you have such a large property, have you considered moving your outdoor lounge area as far away from the bees as possible? Another thing you might consider is that bees don't like water. Dig up a fish pond, a swimming pool or some sort of water feature between you and the bees. But then you mightl be attracting mosquitoes. It is difficult to know what to do, really.
