The European Commission has pledged to monitor closely the state-owned National Road Infrastructure Fund, which made headlines last year following corruption charges against its former head.
The statement was made by Karsten Rasmussen, Deputy Head of the unit responsible for Bulgaria in Directorate General for Regional Policy of the European Commission, in response to complaints by local businessmen.
The controversy, which broke out following an investigation by the newspaper Kapital, led to the freezing of the EUR 723 M earmarked to improve Bulgaria's dilapidated roads. The company former head Vesselin Georgiev is charged with awarding contracts worth tens of millions of levs to companies run by two of his brothers....
The article says: "Bulgaria has a bad image and some time should pass before it clears up, Rasmussen said."
Mr. Rasmussen should keep that kind of personal opinion to himself and stick to the facts.
Bulgaria has problems. Lately, even the PM has asked the EU for help.
Positive reinforcement works better than spanking. Give some management support and process facilitating, but spare the Bulgarians for arrogant and lame bullshit.

Al, you must be joking ! Rasmussen's opinion is hardly personal, but formal and official, and for sure he express his professional opninion as a public servant. So, what has been written in one EU monitoring report after another is arrogant bullshit ? Yes, Bulgaria has the worst image of all EU memberstates when corruption, fraud and organized crime are the issues. And the problems are well documented beyond any doubt
So, yes,Bulgaria has serious problems to be solved by Bulgarians and The Political Leadership in the country, not by EU officials. Rampant corruption, fraud and organized crime in Bulgaria have made the image the country deserves, and it takes stronger medicine to cure that than sweet words from the PM and management supervision from EU.
Any Prime minister who asks for help to fight corruption inside his own Government,among his own ministers and in the state administration, is not fit for leadership or political responsibility- and should resign. Harsh and negative reactions from EU officials are frequent, justified and timely, and will continue to damage Bulgarias image till the day Bulgarians find out they need to start solving their own "problems" before asking for help.
Barroso has made it very clear- there is no room for organized crime and corruption in EU, and Bulgarias membership in the Union is therefore at risk.

The facts written in the EU monitoring reports are not bullshit. I did not imply that.
But the statement "Bulgaria has a bad image and some time should pass before it clears up" is arrogant and inappropriate.
If Bulgaria should be "doing time", it should be based on a court conviction and not statements from a public servant or whoever from the EU aristocracy.
It is only proven results, that should be taken into account.
Furthermore, if the EU monitoring reports show to have too little effect, other approaches are needed from the messenger.
If the EU aristocrats and bureaucrats reject to act as an active partner in finding a solution due to lack of understanding of the Bulgarian context, they will become a part of the problem.
