1947 (not '44) the opposite happened - ownership titles were scrapped.
In 1989 there was no immediate attempt to restore, (again no external pressure) not to mention that the industrial facilities were far beyond simple restoration, since most were built on multiple owner's, wrongly nationalized, empty fields, so no clear ownership!
It's much easier to nationalize, than privatize - it's much like unscrambling eggs.
